No. Opera is a web browser (with a mail client and news reader
built-in) but is not a file manager.

I think the confusion is comparing it to Konqueror. Konqueror may be
used as a web browser or as a file manager (or lots of other things).
That's largely because, by itself, Konqueror is just a shell with little
to no functionality. What Konqueror does is load "components" which can
do something. So if you load the khtml component and use the http
"ioslave", then you can browse the web. If, instead, you load the file
component and file ioslave, then you are a file manager.

Opera doesn't have this kind of integration so it remains just a (very
nice) web browser.
