A lot of hardware firewall devices now use DNS proxy to improve response times for DNS lookups.
Just go to the management interface for your firewall/router and look at it's WAN DNS server information.
BTW, are you trying to run a static IP behind your firewall or outside of it? If you're going to be behind your firewall, just use the firewall DNS proxy the same as XP does.
