If you buy a Treo retail, you have to purchase the 'open' model which is
supposed to work with any of the carriers.
They now have Treo 700 (palm or windows based) and thus I would expect
the Treo 650's are gonna drop price like a rock real soon now.
Personally, I have always bought my phones from my provider (verizon) -
no excuses, etc. I had a Kyocera 6035 which I ended up dropping off my
4th floor balcony and $50 insurance got me replacement which I parlayed
with another $200 for a Kyocera 7135, which mysteriously died about 15
months later whereupon Verizon gave me a Treo 650 for free. Sometimes
less is more and more is less...I wouldn't go out and buy a phone retail
unless I 'had' to have that phone and my carrier didn't sell it but I am
not a fan of Alltel either.
As for eBay retailers...you can see their feedback rating and a phone
retailer on eBay should have several thousand feedback reports and if
they are 96%+ you should be ok.
