Smoothwall was based on Red Hat (I think), back when I used it. I don't
know if that is still true.

Originally IPCop was a fork of Smoothwall, but not for a couple of years
now. As of version 1.3 it is completely based on Linux From Scratch
(http://www.linuxfromscratch.org/). Current version is 1.4.10.
