There are ways. GM is making an intake manifold for the LS1-series that mounts
a square bore carb instead of the EFI setup. Theortically, its legal even in
CA if you do something like put it in car that has a VIN number older than
1974. Thats how all the kit car people get away with it.

Of course, legal doesn't mean its better.
