How is multiple language support in linux?

I have a person I'm building a computer for who is Iraqi born, has lived
in the U.S. for 20 years but can also speak Spanish and Italian.
Mostly, he'd like to browse and compose documents in Arabic. Are
multi-lingual people sol?
