I spoke too soon. Now it doesn't. Turned off both firewalls.

The end. Samba is now turned off. I don't need this hassle.
Putty and pscp work fine from the Windows side.
FileZilla uses sftp and all my experiences with it have been good,
so I guess I'll install that.
