making a favicon

Does anyone know what sort of a tool I should use to make a
favicon.ico type of file, those little bitty thingys that appear
at the beginning of the location bar in a web browser?

As far as I can tell, they're supposed to be 16x16 pixels, probably
in PNG format, though not necessarily

I guess the thing to do is create the original larger and then
shrink it down and hope it's still readable.
