can not load php pages, webserver runnning apache 1.3 and ph…

I am running Debian, apache 1.3 and php4 and I seem to have all the
necessary packages installed but when I go to a page on the apache server
that is a php page firefox asks if I would like to open or save the file and
if I want to open it what program do I want to use to open it with, so it
seems that apache is not serving up the php correctly.

I have the following installed:

libapache-mod-php4
apache 1.3 Version 1.3.33-6
php4
