I agree that networking is essential to getting yourself "in the loop". If
you're strapped for money, the library has a lot of good books on this topic
and Americopy is currently selling 500 business cards for ~$20. I got a set,
they were ready the next day and they look nice. About 10 formats to choose
from, one line of custom font and you can pick a generic symbol out of their
books if you want. They also throw in a little plastic carrying case. You
spread around 500 cards and that should help you get your name out there.

Without a doubt the best way to get a job is not
through education or experience, but through
networking and having an 'in' at the company.
Ofcourse, through the people you meet during your
education and through your experience you have even
more options.

Sending your resume blindly into a company even if you
have the education and experience is still a
crap-shoot at best. If you have a good relationship
with an employee (in the same area) then you're almost
guaranteed an interview regardless of what's on your
resume.
