Actually, it is free. Sometimes the newer releases are delayed to the
mirrors to generated revenue if you want the latest right away.

You can download testing and released versions of MEPIS for free from
the following mirror sites.
A quick check showed Mepis 3.3 available which was released in February.
Last Friday 3.3.1 entered beta. This can also be downloaded from a mirror.
