"Wir bauen fuer den Sieg!" (here without the umlaut, so it doesn't get
munged)

A common slogan in Nazi occuppied areas during World War II. Often
painted on the side of a building under construction. The translation
is (as someone else pointed out) "We build for victory!". If you've
seen the movie "Das Boot" (it's pronounced "boat" NOT "boot") the slogan
is painted on a wall as U96 leaves the submarine pens at La Pallice.
