I am assuming you have emerged grub, is this correct?
You also need to install Grub after you emerge it:
$ grub
grub> root (hd0,0) (Specify where your /boot partition resides)
grub> setup (hd0) (Install GRUB in the MBR)
grub> quit (Exit the GRUB shell)
You grub.conf file should look something like this:
#########################################
default 0
timeout 5
splashimage=(hd0,0)/grub/splash.xpm.gz
title=Gentoo Linux 2.4.26-r9
root (hd0,0)
kernel /kernel-2.4.26-gentoo-r9 root=/dev/sda3
