It seems like he needs a system which OPERATES the solenoid, not the solenoid
itself.

ISTR solenoids need a short pulse of power to operate. A cheap off-the-shelf
option might be to take something like a wireless doorbell kit and adapt the
signal going to the sounder to head to the solenoid.
