Different traffic conditions in the two scenarios

I was meaning why do people go 55 in the carpool, when
the lanes to the right are going faster? They know
they are too far left when all the lanes on the right
are passing them.

And, I was refering to when the other lanes are going
like 30-40mph, and the carpool lane is still going
55-65, then a car jumps into the carpool lane going 30
with a bus right behind still going 55.
