Suspend vs standby

What is the difference between suspend and standby?
I am trying to set the powersave daemon to turn off my
hard drive when I close the lid of my laptop. I have
tried setting it to both suspend and standby, but
neither setting turns off the hard drive, I can hear
it running still.
When I am running win98, and close the laptop, I can
hear the hard drive spin down. So I know it supports
acpi.
I have updated to all the latest packages available
from suse. Anything else I can do to get the drive to
shutdown. I imagine its not good for the drive to be
spinning while I'm carying my laptop and walking
across campus.
