i'm not sure if the 1400 is an athlon-xp, but if it is, there are
builds specifically for athlon-xp as well.

the stage 3 tarball is only around 80mb, so it's not like downloading
a SuSE or Red Hat iso (around 700MB * 3/4).

with gentoo you'll be downloading packages as you install and update
them, so its more important to get a fast mirror after your install
then before it. if you follow the handbook for the install, they tell
you how to find and set the fastest mirror for your connection.

any of the universities in california are probably pretty quick. you
can install gentoo from any other linux distribution or live cd, but
the gentoo live cd is set up specifically for installation.

i would recommend burning and booting from:
ftp://ftp.ucsb.edu/pub/mirrors/linux/gentoo/releases/x86/2004.3/livecd/install-x86-minimal-2004.3-r1.iso
having another computer around to go through the installation handbook
http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?full=1
and using wget (as they suggest) to get the stage 3 tarball once you
are booted into the livecd
ftp://ftp.ucsb.edu/pub/mirrors/linux/gentoo/releases/x86/2004.3/stages/athlon-xp/stage3-athlon-xp-2004.3.tar.bz2

of course, besides a little more compile time, i don't think there is
much of a difference between doing a stage 2 and stage 3, and with
stage 2 your system is slightly more optimized. last time i did a
stage 1, but i can't say i notice much of a difference.
