considering that many wireless routers out of the box turn on as an open
system - no encryption, that you could easily find an AP to attach to
virtually anywhere isn't surprising and certainly not unusual.

officially, they would have to be against it but there has been
discussions in the past about creating an extended wireless net around
the valley...of course through an internet service whose terms of use
wouldn't preclude such activity.

As for tools for locating 802.11 type networks available - a google or
freshmeat.net search will offer plenty of them.
