The following is from the results of 'man umask':

"The default mask value is S_IWGRP|S_IWOTH (022, write access for the
owner only). Child processes inherit the mask of the calling process."

You have a system cannon? Wow, that's a new approach to security. I'm
not messing with you!

Seriously, this doesn't sound like it has anything to do with umask,
but you never know for sure.
