ipcop, vpn and ipsec

I have configured vpn within ipcop and I have configured a MS Win client
for ipsec but I can not connect from within secpol.msc I see that the
policy is assigned but when I go to ipcop and look at VPN it shows the
vpn connection status as "closed"
