Jared is making a sort-of joke.
Many people have installed wireless access points in the businesses and homes
without any security enabled. So much that it should be easy to find an
available connection almost anywhere, even within your own home. So, having
purchased a wireless card, you may be able to tap someone else's high speed
internet connection without having to pay for it yourself.
Not that I advocate that sort of thing.
