The all caps thing is a throwback to manual typewriters. The original
419's were done by snail mail, and one of the most readily tracable
features of a cylinder typewriter is the difference between caps and small
caps. Using all caps greatly reduced the tracability of the letter to the
machine.
I know of real estate brokers that respond to these.
