My advise is to start with a working config and modify it. Starting from
scratch means you need to know what *every* option does (for the most part).

There's a README in the kernel source directory (I can't remember exactly
where and I only have my windows machine booted right now). I've found this
README to be a very valuable guide (at least with 2.2.x & 2.4.x, I haven't
configured a 2.6 yet).
The file has a phrase "What is Linux?" in it, you should be able to grep for
that phrase to find the file. It's also a good idea to print it.
