Actually, the cheap PCI cards don't have any hardware codecs in them to
output mpeg2 so that puts the bulk of the capture on the processor which
may not be desired. For the ability to actually use the computer
simultaneously with video display or capture, a device that outputs a
signal that is already distilled would be better and I would suspect
that the USB devices handle that chore, as does some of the better pci
cards...ie PVR-250 & PVR-350

But just to watch TV and do nothing else, the cheap PCI cards will work
- however as already pointed out, not in a laptop.
