Fedora uses apt-get or yum as the package manager. Works very well, including
resolving dependencies.

If the repositories you are pointing at don't have the dependencies for what
you are installing, any package manager will not resolve them. The manager
is dependent on the quality and completeness of the repository. If the
Debian repositories did not have the dependency you need, it would not be
able to resolve it either.

That said, Debian repositories are known for their high quality and complete
consistantcy. It is very unlikely to download a package from a Debian
repository and have a dependency missing. The Fedora repositories are,
perhaps, not as good but they are good enough for me.
