It is called "pinning". It is complex yet powerful. Read section 3.10
of the apt-howto[0] for more information. I still STRONGLY suggest
installing apt-listbugs. It goes and checks bug reports before
upgrading packages and then has an interface to resolve the problem.

So if it finds a serious bug in the bug database it will prompt you on
how to handle it. One option is to "pin" the package. The great thing
is it handles all that. Also, again it is worth noting apt-listchanges
is a nice toy to have around as well.
