Look for the Windows 98 installation files in a folder called \Cabs
usually under c:\Windows\Options\Cabs.
Step 2 is to get the current product key. There are utilities out there
that can query the system/registry and tell you that.
Once you have the cab files, you can install a bigger HDD (not over
40G), copy the cab files over, boot from a floppy, run setup from the
cab directory, enter your PK, get all the updates.
