I MIGHT be wrong, but IF you are trying to setup eth1
as a 'local' small net thing, (like to talk to your
home network or internal intra net stuff at work,)
then I think the only 192.xxx.xxx.xxx is 192.168.x.x
not ....167.... Hope that helps.
From what I understand that is that 198.167.x.x would
be an 'assigned' ip, not a local one. But anyone
within the local net can setup the puters to talk to
each other on 192.168.xx.xxx
Somewhere I read that there are 3 'open' local ips
that can be setup for large, small/medium, and small
networks, and that 192.168 is the small one...For 254
or less computers. And it is the most common one used.
Otherwise it is a 'registered' net with assigned ip's.
Read some networking how-to's.
