I think I might know where the confusion is coming from.
The gimp's image resize is split into 2 parts. The top part effects the
physical image, so if you were to have a 1024x768 image and you change
the width and height in the upper section (Pixel Dimensions) of the
resize window to 512x384, the image would physically change to half it's
size.

I have a feeling you are changing stuff in the lower portion of the
window (Print Size & Display Unit). If you adjust the Width and Height
in this section you are only adjusting the size that the picture will
print on a printer. It doesn't effect in any way the actually size or
quality of the image. So it will continue to display in the exact same
size in some image viewing programs as it did before to "resize".
This setting being set wrong is also the reason that some people go to
print their image and it's waaaaay to big or way too small, even though
they have the correct amount of resolution to do the printer correctly.
