Dear Tony:

My local Linux guru, a Slackware enthusiast, suggested a completely
different solution to the problem: Slackware 9.1 creates a separate kppp
account for each user (which of course can be accessed without knowledge
of the root password), and although its "shutdown" command must be run
from root, any user can reboot cleanly by ctrl+alt+del.
