As far as I know, Firefox (

formerly Firebird, formerly Phoenix) does not have TalkBack enabled.
There's also Opera (
http://www.opera.com/, adware until you pay for it).
There's also K-Meleon (
http://kmeleon.sourceforge.net/) for Windows,
based on Mozilla, and Konqueror for Linux, part of KDE, and Galeon
