Going by (missing) information on http://www.mozilla.org/releases/,
though, it hasn't been included since 1.4.1 and 1.5RC2.

As far as I know, Firefox (http://www.mozilla.org/projects/firefox/,
formerly Firebird, formerly Phoenix) does not have TalkBack enabled.
There's also Opera (http://www.opera.com/, adware until you pay for it).
There's also K-Meleon (http://kmeleon.sourceforge.net/) for Windows,
based on Mozilla, and Konqueror for Linux, part of KDE, and Galeon
(http://galeon.sourceforge.net/) for Linux, also based on Mozilla.
