Some times packages are kept back because it may cause some potential
problems if updated.

What packages were held back?

You could try to do manually like "apt-get update PACKAGE-NAME-HERE".

For example, when the kbd package was kept back, I ran "apt-get update
kbd". It removed kbd-data and installed new kbd and console-data packages.
I never noticed any problems.
