FreeDOS licensing?

Im showing attrib, bwbasic, choic, deltree, diskcopy,edit, help, mem,
mode, more, nansi, pause, replace, tree, vol and xcopy to all be under
the GPL.

debug and shgucdx seemed to be under something more public domain.
