FreeDOS licensing?

well, the FreeDOS pages don't seem to spell it out too well.

Is all of FreeDOS Free Software? It looks like there's some GPLd stuff in
there and it looks like they've sucked in some public domain code.

I don't see anything stating for certain that it's all Free Software,
though. Anyone know?
