I've always used VFAT for floppy disks.

Did you mount it first? mount /mnt/floppy

Did you umount it before you removed it? Generally on Unix, copies will
be cached and 'umounting it first tells it to flush the cash NOW and let
me have the disk' Also, ext2 will not be usable by Windows computers -
VFAT will.
