Thanks JD and Bart for the Info.
I checked with Cox and they are definitly blocking
port 25.
Here is a list of all the ports that COX is currently blocking:

1900    UDP        MS-DS/NetBios    Both    Worms, Network Neighhood
27374    TCP        Subseven    Both        SubSeven Trojan
