OT? Webserver setup w/Cox

Hi .. I am trying to setup a web server on my system. It works fine on
the local system, but no matter what port I try to bind to, it doesn't
seem to be accessible outside the LAN.

I am running Apache on port 23181 and have port forwarding (UDP and TCP
checked) enabled on my Linksys router. However, so far no luck.

I did a traceroute to my computer's IP address from an outside system
and noticed it does not complete the traceroute completely (stops two
jumps short at a cox system @ 68.2.0.98) -- Did Cox setup a firewall
prohibiting any incoming connections??
