It depends on the type of camera. For my Fuji, I prefer a nice tool
called "mount". (-= A lot of the usb cameras out there look like regular
usb mass storage devices, so just mount it like you would any other drive
and use whatever graphics tools you like for dealing with the pictures
(gimp, qiv, gview, etc).

Unless, of course, it's a usb video camera you're talking about, for those
I usually use xawtv, but any v4l software works fine (usually).
