ntpq -p shows no servers working

Subject: ntpq -p shows no servers working
Does any one know why ntpq -p would have the following output:

     remote           refid      st t when poll reach   delay   offset
jitter

Since there is not a "*" at the beginning of a line, the documentation says
that there is no server being used. How do I fix this?
