You probably have a Kerborized FTP server installed. Use normal FTP
instead.

If it is xinetd based, then check your /etc/xinetd.d/ directory

(For example, if using Red Hat Linux, don't install gssftp package or
krb5-workstation-1.2.5-6 package. Try tnftpd or vsFTPd instead.)
