InstallFest Banner Ad - JPG v. non JPG

It seems like there was some discussion on this a while back. Someone was
indicating a willingness to create this but the issue had to do with the
format (.jpg vs. not .jpg or something like that.

I don't remember seeing a resolve on this.

Did someone volunteer to create this?
