OT: Bad spam. Contact the law?

I got a spam today unlike any other I have seen before. It offers to sell=

heroin and various other items, including human slaves, that illegal either=

for what they are or their content.

This, in my opinion, goes way beyond the usual annoying messages. I feel t=

it should be referred to some law enforcement agency. But who? And how? =
