I'm not certain what you mean. The user has the same perms with perl as wit=
h
any other executable.
If you don't have perl-suid setup, they can't do anything as another user
without a password for the other account.
I believe that shell is turing complete. That means you can do anything via
bash. It just might be a real pain to do :).
