This is a pretty weird problem. But, I guess you know that :)
Couple things I would try:
1) Instead of building this stuff as modules, try building them right
into the kernel. Then your remove all the issues with hotplugging and
the user space stuff.
2) Check out the difference between the kernel's
$(MODULE_DIR)/modules.usbmap and perhaps $(MODULE_DIR)/modules.dep.=20
There might be some differences there that would be interesting. The
hotplugging daemon uses these files to figure out what is going on. If
they are different, you might try swapping them.
