Frozen means it couldn't be delivered before and it couldn't send a bounce
either. Exim is stuck and doesn't know what to do with it.

What does your "route_list" look like in your exim.conf smarthost router?
(It looks like it us using "localhost" as the mail hub. Why?)
Why are you using a smarthost?
