What is the output of this command:

cat /proc/sys/net/ipv4/ip_forward

If it is 0, then your kernel is not forwarding. Edit the file
/etc/sysctl.conf and change the line:

net.ipv4.ip_forward = 0

to this:

net.ipv4.ip_forward = 1

Then run the command

sysctl -e -p /etc/sysctl.conf

At this point routing should be enabled.
