I am an idiot when it comes to this stuff, but:
Isn't this what 'use CGI ...;' is for?

#for instance,
use CGI qw(:standard);
#Then, I can do this
print header;

I figured using CGI allows me to not worry about
some of the issue(s) you just described. Have I read
this wrong?
