I don't know if this will help, but knoppix provides an iso image that
you can put on a cd and then boot into Linux. Perhaps there is some
information on their web site about this problem...

Not what you are looking for but there is a bug in Win2K SP1 that was
supposed fixed in SP2/SP3
If you install the console application for recovery, it resets the admin
password to blank
