.htaccess file problems

Questions for y'all,

I'm trying to implement some .htaccess files, but nothing I put in there seems to be working. I have tried anything to get a response (single user auth, against /etc/passwd, and deny all to name a few), but no go. everything looks right in httpd.conf, so I am extrememly puzzled.

Any thoughts would be appreciated.
