A couple of Apache questions

Hello,

Is there a directive or configuration where you can tell Apache to restart
at the same time every day?
I see my server restarting every day at the same time and was wondering
where that was set.

Also,

Anyone know why this would be in my access.log?

207.99.78.51 - - [09/Feb/2003:06:30:16 -0700] "CONNECT
